Rebuilt resource-based cities into innovation cities

China's resource-based cities, in the process of industrialization, are facing such problems as resource exhaustion, environmental pollution & etc., which seriously affect their sustainable development. This paper, through contrast analyses and theoretical study, points out the necessity and feasibility for the resource-based cities to turn into innovation cities. It puts forward the proposal that the innovation cities should be based on the system of three dimensions: 'body-conduct-result'. It also works out the evaluation index system. Finally it concludes that the construction of innovation cities is a way out for China's resource-based cities.
