摘要
Flood risk is defined as a combination of flood probability and the vulnerability of the community concerned. This point of view led to a paradigm shiftfrom flood protection up to flood risk management. Under the impression of the damages by impact of flood at the river Elbe and Danube in 2002 the German Ministry of Education and Research founded the national Research Programme "Risk Management of Extreme Flood Events" (RIMAX) within 38 projects. In the same time the European Union foundet the initiative "ERA-NET-CRUE" with the topic "Flood Risk Management" within 13 projects. In the moment starts the transfer of the research results into the practice.
