COMPLICATED POLITICAL OPERATION IN THE WESTERN (SYRIAN) KURDISTAN WITHIN THE GREAT GAME IN THE MIDDLE EAST IN 2011-2018

This article aims to evaluate the role and place of the Syrian Kurds in the common fight against international terrorism and their struggle for establishing autonomy in the Western Kurdistan as part of renewed and decentralized Syria. The research is based on the variety of sources including periodicals, analytical materials and electronic resources in Russian, Turkish, Kurdish and English. The author examines the political crisis in Syria and the ensuing civil war in the context of multi-decade desire of the Kurdish people to establish an independent state. The article shows the progress achieved by the Syrian Kurds in making the functional model of local governance amid the havoc and ethnic divisions. Newly established government structures proved their sustainability and effectiveness during direct confrontation with the ISIS military forces. The author reveals the problems faced by the local governance of the Western Kurdistan in the process of setting up. The greatest obstacle was the political fragmentation of the Kurdish people. This problem was finally resolved through domination by the single political force provided by Democratic Union Party (PYD). But the ideology of PYD, and its affinity to the doctrine of the leader of the Kurdistan Workers' Party (PKK) Abdullah Ocaln, emerged issues that extended beyond the domestic conflict in the Syrian Arab Republic. The author examines the importance of these circumstances at the international level, and particularly to relations between Syrian Kurds, Turkey and United States. Turkey considers Kurdish militia as a Syrian offshoot of the PKK, recognized terrorist organization in both Turkey and United States. The ties between United States and Syrian Kurds, and particularly supply of arms to Kurdish militia, are a matter of serious concern to Ankara, considering them as a threat to national security. The author emphasizes that a public demonstration of sympathy for the PKK by Kurdish political and governmental entities in Syria was actually a serious miscalculation, affected assistance and supplies. The author of the research concluded that the despite been regarded as allies in the global war on Islamic State, Kurds treated by the western powers as expendables. Uncertainties over the future of established institutions in Syrian Kurdistan forces Kurds to make alternative arrangements with different parties of the conflict. The Great Powers as well as regional Powers involved in the conflict are pursuing their own goals and have no interest in solving the Kurdish issue.
