Combining the economic theory of human resources with the reality of Handan city, human capital and city developing strategy are studied. Shown by workers' quantity and quality, human capital, which is embodied in workers, is not material capital. Investment in manpower is in order to obtain more economic benefit. To some extent, the number of workers in a society indicates the scale of human capital; a worker who has been trained would be different from his past in a ability to do the job, the technical standard and proficiency. Handan is a typical heavy industry city. The paper analyses human capital, resident consumption, and the economic development needs of the higher quality workers' of the city. Human capital is improving and the total of workers is decreasing, the outlay on education and medical care has relevantly increased, the rate of educational outlay has been decreasing year by year, which is about 20% of developed countries. The rate of educated-people is higher, and higher-educated people are increasing rapidly with the popularization of higher education. The rate of healthy workers is high, which is connected with the whole nation's fitness program. Residents pay more money for education and medical care. Expenditure on food and clothing is decreasing. Outlay on housing and family facilities is increasing quickly. Based on human capital structure in Handan, the paper proposes the city's developing strategy. So it provides reference. not only for the policy-making department to work out the strategy of city's development, but also for other cities.
