The Obstacles of Constructing A Learning Government and the Resolutions

To eliminate these obstacles, must take effective measures: creating an electronic government with the use of information technology; reengineering the governmental process; outsourcing part of governmental services; restructuring the government; reducing the size of government and reducing the government redundancy; reforming the administrative divisions in all levels; putting up the governmental teams in governmental organizations.
