An EBR Rate Control Algorithm for 3G Wireless Channel

摘要
This paper presents a strategy of adaptive dynamic slice for 3G wireless channel to realize the EBR coding. The strategy consists of using a feedback coding method for the first intra coding frame and fading prediction coding frame in GOP in order to ensure the reasonable slice place and adopting the slice result as reference of residual fading prediction coding frame in GOP. The slice of the residual fading prediction coding frames in GOP is performed based on MAD prediction. The slice method not only ensures coding efficiency, but also offers a more effective improvement in utilization rate of the channel resources and quality of the video coding than the simple fixed slice method.
