For the high frequency of environmental pollution phenomenon and its increasingly serious impact on social environment, mass disturbances it leads to has kept up, which has result to turmoil of social stability. And the high-level incidents result from this has become a serious problem which harms social stability. The government's social management work becomes more difficult currently, and the traditional social management mode cannot meet the demands of the transitional period of social development, so innovation of social management mode is imminent. It is an effective method proved by the developed countries to use environmental pollution liability insurance system to ease and resolve social contradictions and conflicts of interest. Based on combing the unique advantages of environmental pollution liability insurance participating in social management systemly, this paper puts forward the role orientation, the principle of participation and path analysis of the environmental pollution liability insurance in our country.
