摘要
The evaluation of current level of flood water resources utilization in a river basin is important to the understanding of the characteristics of flood water resources and to the improvement of the efficiency of existing water diversion or hydropower projects. This paper presents an analysis based on the evaluation of Yellow River surface runoff for the period of 1956 similar to 2000 and the observed annual runoff at the Yellow River mouth during the same period. Different methods are used to evaluate the level of flood water resources utilization during different periods of time, so that the impact of climate change can be separated from that of human activities. A method to calculate the relative efficiency of flood water resources utilization is proposed to facilitate comparison among river basins in different climate zones.
