摘要：

This paper firstly analyzes the status of science technology innovation in Jilin Province of China. The input of science and technology innovation is increasing, the institutional guaranty is perfecting, the service system is growing, and the science and technology innovation ability in Jilin Province of China is rising while which is weak in China. Science and technology innovation can affect the ability to undertake international service outsourcing, the human resource quality, the upgrading of service outsourcing industry, the research and development ability in software, and the building of service outsourcing base. In order to accelerate the technology innovation ability of international service outsourcing in Jilin province of China, some measures should be taken to play fully the function of innovative department, to optimize the environment of science and technology innovation, and to perfect the mechanism of the science and technology innovation.
