Problems and Countermeasures in Building New Socialist Countryside in Hebei Province

In the process of new rural construction in Hebei province, a lot of practical problems appeared: lack of overall planning of new countryside construction, poor quality of farmers, badly exemplary role of grass-roots CPC organizations, inadequate guarantee of farmers' rights, backward rural economy, and environmental degradation and so on. To solve these problems, the paper puts forward the corresponding countermeasures: implementing the scientific concept of development, cultivating new farmers, strengthening the construction of grass-roots CPC organizations, developing social undertakings and characteristic industry in the countryside, promoting the farmers' income and speeding up the urbanization construction, strengthening legislation and law enforcement, achieving the comprehensive, balanced and sustainable development of the construction of new socialist countryside.
