The chapter deals with the development of liability for copyright infringements of internet intermediaries, such as platforms like YouTube or Facebook, in particular the hotly debated Art. 13 (now 17)-often called "upload filter". The chapter scrutinizes the way from the Commission's proposal to the European Parliament and finally the final compromise reached at the end of the Trilogue, which has to be voted in the EP still.
