PROSPECTS FOR THE DEVELOPMENT OF PUBLIC-PRIVATE PARTNERSHIPS IN PHYSICAL EDUCATION AND SPORT IN A TIME OF GLOBAL CHALLENGES

摘要
Aim. The paper aims to identify the forms of public-private partnerships (PPPs) in physical education and sport and to evaluate their legislative coverage. Materials and methods. For the purpose of the study, Russian and foreign legislation on PPPs in physical education and sport, as well as the experience of its implementation were analyzed. Results. The diversity of forms of PPPs in Russia and abroad was stu-died. It was found that 43% of PPP projects in Russia had no sufficient legal basis. The object of PPPs in physical education and sport is most often real estate, which indicates insufficient demand for PPPs with re-spect to other objects of agreement (general management, purchase of equipment, sports event manage-ment, etc.). Conclusion. Conclusions are made about the need to change the legislation on PPPs. It is pro-posed to expand the list of PPP objects and to make it open in legislative acts concerning PPP and conces-sion agreements, which will solve financial, managerial and technical problems in physical education and sport; to adopt a general law on PPP, which will include general provisions on the forms of PPP, guarantees of investor rights, agreement procedures, and responsibility of partners.
