摘要
The expansion of attacks on critical, information and communication technology infrastructure and lack of proper knowledge of national decision makers about the present situation of security has caused making national strategic decisions to face problems. Information sharing and creating situational awareness can solve decision makers need to reach low-risk decision making. In the present paper, a conceptual model for national situation awareness is presented. This model is organized at national and organizational levels, which of them contains two sub-levels. Situation awareness is created at the lowest level that is organizations, and sent to higher levels. In the final stage, strategic decision makers use a dashboard to identify the national cyber situation and predict its future status. Dashboard shows current state status based on different factors. Hierarchical structure causes, not only, increase situational awareness and forwarding Analyses results to upper level, but also, decline effects of incorrect information.
