Linguistic arrangements in post-Soviet Kazakhstan: How is Kazakh used in national media and on the Internet?

摘要
Since 1991, national authorities in Kazakhstan have taken measures (legislative, financial and legal) to promote the use of Kazakh in the media, both written and audiovisual. Nonetheless, the Russian language is still the principal vector for news and communication. As for the Internet, which more and more people are using, the promotion of Kazakh raises technical questions and is fuelling a debate about switching alphabets.
