摘要：

The thesis analyzes the new explorations of strengthening administrative ethic construction comprehensively and deeply, that is the organic combination of institutional autonomy and moral driving autonomy. Achievable methods of institutional autonomy are perfecting the mechanism of officials' appointment and recall; perfecting the supervisory mechanism of law, administration, the party, public opinion and the masses. Achievable methods of moral driving autonomy are strengthening administrative ethic education and administrative ethic cultivation.
