Cultural and creative industry park is becoming a cultural creative industry gathering, incubators and accelerators. Base on the full absorption of domestic and foreign research about cultural and Creative Industry Park standardized assessment, in view of Shanghai's cultural and Creative Industry Park, with reference to IS09001 and IS014001 certification standards, in accordance with the PDCA procedures, this paper uses standardized assessment method -- process method, namely" Advance - of - afterwards ", on Shanghai's Cultural Creative Industry Park from" service environment (advance), services contents(the thing), Service effectiveness (later)" three aspects of assessment, and builds a set of index system covering 3 first level indexes,13 level two indexes,42 level three indexes, which lay the foundation to establish classification and dynamic adjustment mechanism for Shanghai Cultural Industry Park (including the agglomeration of creative industry district and Cultural Industry Park).
