Talents resources are the primary resources and higher education bears the important responsibility to train high-quality talents. More than a decade since, the Chinese government formulated a number of regional development strategies, which propose a new and higher requirements for human resources. However, talents training currently can not meet the needs of economic and social development. Talents training should be oriented to meet the needs of society, so higher education is the most important factor to cultivate high-quality human resources. With the government actively promoting the adjustment of economic structure and development mode, in the process to build the Shandong Peninsula Blue Economic Zone, Shandong colleges and universities should establish a correct concept of talents, nurture quality human resources, and vigorously develop the human capital. And this should be through the system of professional education to cultivate various types of human resources with specialized skills and generic skills training, giving personnel and intellectual support for the Peninsula blue economic Zone.
