摘要
The global scientific principles for the organization of activities of natural monopolies have been developed on the basis of the proposed idea of the necessity to use both classical tools for the operation and development of natural monopolies (such as logistics, marketing, etc.) to increase the number and quality of transportation orders of the railway transport customers and new ones with an increase of the goal-oriented activity and natural, proactively and reactively flexible behaviour of the system. In order to prove this idea, a decision-making model was developed in the first approximation in the part of the operation and development of the railway transport system. The simulation was performed and the result was obtained which suggests the necessity of building a business strategy of the railway transport based on an increase of the level of goal-oriented activity.
