Research on the Causes and the Preventive Measures of the Illegal Fund-raising in Private Colleges in China

Through the analysis of the reasons for the problem of the illegal fund-raising in the private institutions, the author puts forward that we should strengthen the prevention of the illegal fund-raising in the private institutions from the following four aspects. First, improve the relevant laws and regulations, and create the good legal environment for the solution of the illegal fund-raising in the private colleges. Second, improve the structure of the corporate governance in the private universities, and pay attention to the internal governance. Third, use the theory of the risk management, establish the risk early warning mechanism of the illegal fund-raising and teh disposal mechanism in the private colleges, and strengthen the external supervision mechanism. Fourth, strengthen the publicity of the prevention of the illegal fund-raising, and strive to improve the public awareness of teh risk prevention and the legal consciousness. In recent years, a number of the illegal fund-raising events in the private colleges and universities in Xi'an have caused a lot of damages to the social stability, and it is necessary to crack down on them. But what are the reasons for the so serious problem of the illegal fund-raising in teh private schools in our city? In the future, how should we prevent it? This issue is very important, and is also of the very practical significance. This article is to analyze the causes of this problem, so as to take the appropriate measures to prevent the problem.
