An evaluation of chemical spill decision support systems

摘要
This paper summarizes a recent study conducted by the U.S. Coast Guard to evaluate various chemical spill decision support systems (DSS) and DSS components in use around the world. It examines important functions and key attributes of DSS needed to support spill response planning and management by both government agencies and responsible parties. Various generic components are described including models, databases, on-line advisory services, and GIS and mapping tools. Important development issues are discussed including information content, information sequencing, presentation format, connectivity with other systems, and hardware and software considerations. Key DSS attributes are specified. A number of systems in use around the world are described at an overview level: highlighting components that represent state-of-the-art technology. Conclusions on the most important attributes for marine chemical spill DSS are summarized, and plans for developing a chemical spill DSS for use by Coast Guard Federal On-Scene Coordinators. Area Committees and responsible parties are briefly discussed.
