摘要：

In the paper, an approach to measure e-commerce development level is presented, including a set of indicators, the methods of data normalization and simple linear weighting. On this basis, a method of evaluating e-commerce development level, based on generalization of neural networks, is put forward, by which it is easier to achieve better accuracy than direct evaluation by neural networks. The process of the evaluation is designed, and an instance is analyzed with the statistical data made by China Statistics Department and proved to obtain good results.
