摘要：
State of the art is a vague legal which is used by the German Hazardous Substances Ordinance to define legal obligations when working with hazardous substances. Therefore it is necessary to reduce deviations in the interpretation. With adopting the Technical Rule for Hazardous Substances 460 "Recommendation for determining the state of the art" the German Hazardous Substances Committee laid down a procedure to determine protection measures more precisely.
