摘要
A robust flood vulnerability identification method was proposed based on VIKOR and TOPSIS approaches. The method was applied to the South Han River Basin. The entire basin was divided into 40 sub-basins, and flood risk evaluations were performed. A total of 24 indicators were adopted representing the social, environmental and economic circumstances regarding flood. The weights of each indicator were collected by a panel survey. In total, 44 river management specialists participated in the survey. The flood vulnerability was evaluated under TOPSIS procedure using the weighting values collected from each participant and the VIKOR were performed by combining the average and maximum values of TOPSIS results.
