摘要：

Comparatively, Medium and Small Tech (MST) enterprises witnessed a sound development in comparison with its past practices. Since the beginning of this millennium, the developing MST encountered a paradoxical status in the process of decision-making, facing multiple modes to choose and investment environments to change. On the other hand the compositions of MST have entailed the qualifications in owing capitals in terms of economy, society and manpower. Seen China as a relation-oriented society, social network is assumed playing essential roles in the process of fund-raising. Therefore it demands further research in new angles.
