摘要
The article develops key grounds for the quality evaluation of the personal management, they are based on combining the principles of total quality management and evaluation of the key features of management systems with the mechanism of feedforward and feedback. It is offered to evaluate the quality of personnel management using the scales that determine the level of the employees' satisfaction by the work at an enterprise and also using the potential opportunities of the formed system of personnel management, its ability to accomplish certain assignments and to achieve necessary goals. As a criterion for such evaluation we choose the criterion of minimazing the values which adjust the influence of the system (or the system errors): the best (having high level of quality) is that system, which has the minimal value in this evaluation.
