The Role of Government in Increasing Fisherman's Economic Welfare in Aceh Province

The high poverty rate of fishermen in Aceh, even almost 90% of fishermen in Aceh are still in minor scale and more than 60% of them live below the poverty level, this fact creates a big question because Aceh has huge marine income potential, it shows that there is a big problem to be considered in empowering the poor Fisherman Community in Aceh, one of which is the role of government. The purpose of this study is to examine to what extend the role of government in empowering fishermen's economy. This research was conducted in Aceh Province, Nagan Raya, Pidie Jaya, Lhoksemawe, Aceh Timur. The study was conducted for 5 months starting in March until August 2017. This research uses Qualitative Analysis method, with analysis approach of Sociological History, Phenomenalogy, Poverty Reduction. Primary data use interview technique (deeply interview) and obsevasi (direct observation), secondary data through study of literature such as books, journals, documentation, fishermen welfare report, fishery institutional secretariat of research object, discussion of academic and non academic. The results of this study are very useful and can be recommended to the stakeholders, especially the government of Aceh, responding maximum problem of poverty. The government is required to realize the program of fishermen-based economic improvement, capacity building of fishermen, comunity development, cooperatives, one family one product program, and targeted assistance so that there is no longer a poor fishermen community in Aceh province.
