摘要
The wetland has a unique role in the ecosystem and for the society. The paper discusses about the only Ramsar site in Assam, India; known as "Deeper Beer. In November 2002, Deepor Beel was included in Ramsar list which calls for active steps from the government for the protection and enrichment of the Deeper Beel. It has attracted large number of ecologists, environmentalist, tourist and nature lovers due to its unique ecosystem services which harbours large number of migratory birds from all around the world. The wetland is a permanent fresh water lake and largest wetland in Brahmaputra valley of Lower Assam. Besides being Ramsar Site, "Deeper Beel" is also a wildlife sanctuary where along with residential bird species, we will find Asian Elephants and many migratory birds congregate each year. A "Beer refers to lake-like wetland with stagnant water in the Ganges-Brahmaputra flood plains in the Eastern Indian states of Assam and West Bengal. The meaning of the term owes its origin from the words meaning "pond" and "lake" in both Bengali and Assamese languages. The paper focus on both central and state government policies and programmes towards conservation of the wetland; and study how far the Ramsar Convention is implemented at the local level in the line of Fourth Ramsar Strategic Plan 2016-2024.
