摘要：
This paper discusses a firm's performance of proactive environmental technology innovation strategy and reactive strategy based on the model. It is proved that a firm can get better payoff if the manager interpret environmental issues as opportunities, comparing the performance of achieving these two strategies. A firm can profit under better communications with the public by managerial interpretations of environmental issues as opportunities trading off the increasing costs. In conclusion, the shareholder should motivate the manager to interpret environmental issues as opportunities for better payoff.
