COMPARISON OF LOBBYING REGULATION IN VISEGRAD COUNTRIES - WHY REGULATION FAILS?

The paper focuses on the regulation of the lobbying in the V4 countries. While the regulations were inspired by the American lobbying law, there are significant differences between the V4 countries - both the law and the proposal that had not passed. Therefore the comparison of V4 countries regulation of lobbying activities is made and finally compared to the U. S. Lobbying Disclosure Act and Honest Leadership and Open Government Act. Upon analyses of similarities and differences, author tries to answer the question why the regulations in V4 countries fail in fact. What are the main causes of this failure? Is possible to copy a law from one region to another? Is there a broader scope and institutional framework to be taken into account?
