Changes in international trading agreements are encouraging transnationals to build factories in the South to manufacture products destined for the North more cheaply. While this is certainly providing some employment, Ishmael Sunga and Andy Jeans describe an alternative strategy, which will create many more jobs, enhance the local skills base, and advance the state of the manufacturing industries.
