ENERGY CONSUMPTION AND ENERGY SAVING ANALYSIS IN GOVERNMENT OFFICE BUILDINGS IN CHANGSHA, CHINA

Aiming at the building area above 3000m(2) in five districts of Changsha in Hunan Province, an investigation of energy consumption in Government Offices has been carried out, the relevant data of government buildings, such as basic information, number and capacity of energy consumption equipments, the monthly and annual energy consumption are gathered by means of tabulating, fild investigation, communicating with manager. Based on investigation data, the present situation and characteristics of energy consumption are analyzed with mathematical method, and comparised with the similar buildings in other areas, the structure of energy consumption and energy performance of air-conditioning system are analyzed by a certain concrete Government Office. Statistical results have shown that the number of Government Offices over 3000m(2) is 58 in Changsha, the total area of buildings is 1195800 m(2), the mean annual electricity consumption per unit area is 60 kwh/m(2).a. and the mean annual energy consumption intensity per unit building area is 119 kwh/m(2).a. A number of problems that likely affect the energy use in Government Offices are found in the investigation, such as the poor energy operation and management, and some suggestions to improve energy performance are recommended, there is great potential for energy saving by reconstruction of Government Offices.
