摘要：
The county finance was an important part of Chinese financial system, which has made great contributions in support of county economy, but as our economy and financial system reforms developing gradually, especially in state-owned banks and rural credit cooperatives reforms, conflicts of county finance occurred. This article bases on investigations and researches of county financial system in Changxing, which tries to establish the county financial services system and promote financial resources flowing to rural area in law.
