摘要
As, an important part of state innovation system and base of independent innovation, University Science and Technology Park (USTP) has become one of the main sources of innovation for the regional economic development, technological progress and high-tech district enterprises to start a new undertaking. To integrate the resources of USTP effectively, we should renew its management system and operational mechanism. This paper proceeds from positioning and principle of the design of management system of USTP to analyze the relationship between USTP and its parent university. Clarify the basis for the design of management system of USTP. Design four layers management system of "leading layer - guiding layer - management layer - operational layer", and analyze operational mechanism of USTP from four layers that introducing mechanism, incentive mechanism, innovative mechanisms and integrating mechanism.
