摘要：
It is the basic policy of the country to preserve the environment aiming at achieving the sustainable development. But recently the pollution situation is deteriorating and it has baffled the policy's implement. To improve the situation, it is necessary to analyze the external cost of the environment pollution and optimal pollution quantity. The research is destined to find the theoretical evidence of meliorating the environment to reach the aim of environment preserving and sustainable development.
