摘要：
There is the different Research and Development ( R & D) model between moonlet and traditional satellites. In this paper, the related management problem and the organization process of virtual enterprise is analyzed firstly. Combining the R & D of moonlet, the composing process of virtual enterprise is designed. Furthermore, the partner selection of virtual enterprise, which is the key problem of the new R & D model, is profoundly discussed.
