摘要：

The existence charge strategy of network is unable to reflect the usage state of network dynamically. Aiming at this problem, it introduces an accounting management system based on real-time control, the resource occupancy percentage is imported into the pricing function, and three extents are plotted out to construct different pricing function based on the resource occupancy percentage, then the network can adjust pricing function in time. The strategy promotes the network's distribution in reason. The pricing strategy is implemented on the function by the accounting manage system.
