The District of Columbia's open university looks ahead to better times

Ever since its creation in the mid-1970s, the University of the District of Columbia has been plagued by inept administration, feuding faculty and insufficient funding. As a result, the university has struggled to meet the higher education needs of low-income residents of the nation's capital. Enmeshed in the city's scandals and financial problems, the university is still lacking adequate financial support. But it appears that a brighter future lies ahead.
