摘要：
Small and Medium-sited Enterprises (SMEs) are the main active actors of independent innovation. This paper focuses on the roles and positions of SMEs in technology innovation and the obstacles they are faced with, brings up with three models of SMEs network innovation, namely cluster network innovation, value chain innovation and derivation innovation.
