摘要
Government collaboration capability (GCC) is the source for governments to gain the sustainable citizenry satisfaction. One of the main goals of e-government is increasing government collaboration capability. GCC evaluation is a required work with strategic significance. However it still has not been addressed in the existing literatures. So the objective of this study is to investigate a multiple attributes decision-making model (MADM) for evaluating GCC. In this paper, a framework for evaluating GCC is presented, which includes two parts. One is an evaluation hierarchy with attributes, the other a judgment matrix model with two dimensions to identify the evaluation results of GCC. Then, a 2-tuple linguistic approach is proposed to evaluate the collaboration capability of e-governments. Through evaluation result of GCC, managers could judge the necessity to improve the GCC and determine which dimension of GCC is the most needed direction to improve.
