Discussion on The "Pullulation Pain" of High & New Tech smes And Its Solving Countermeasures

摘要
After High & New Tech SMEs (small and medium-sized enterprises) walk out their start period, they perhaps suffer pains of pullulation in growth stage. This paper analyzes some problems which they are faced with in their growth. Through an empirical analysis on human resource demand of High & New Tech SMEs, this paper deems that the root of "pains of pullulation" is the lack of excellent human resources, especially R&D personnel. Therefore, this paper sets up a double helix model to illustrate how can SMEs overcome these difficulties and grow up. Furthermore, this paper puts forward some helpful countermeasures, such as perfect HRM system, draw human resource plan, improve personnel recruiting job, reinforce enterprise study atmosphere and employee training, establish long range incentive mechanism through stock option, care for knowledge type employees, etc.
