摘要：
Balancing markets exist to ensure short-term system adequacy in power markets. Small hydropower plants can participate in balancing markets if pooled in virtual power plants. With their technical criteria, small hydropower plants fulfil generally technical requirements for tertiary and even secondary reserve. The flexibility offered can lead to substantial additional income without need for investment.
