Can measurement help the management of information systems development

摘要：
In order to better manage information system projects, reliable measures should enable us to evaluate objectively qualities of systems and to control effectively system development. However, unreliable measures could also be misleading. This paper discusses basic requirements for measurement, evaluates the weakness of some commonly used software measures, and suggests that we must be prudent when adopting software measures for managing the development of information systems.
