摘要：
Since the reform and opening policy, China increasingly attaches great importance to cultural legislation. Although we have made a certain number of laws and regulations, it still can't meet the need of the construction of cultural soft power and cultural development. There are many problems in Chinese cultural legislation field, such as we have made a lot of low level laws, but a few of basic laws; we have many administrative laws, but a few of laws on protecting rights; and we have many advocacy laws lacking of operability. The construction of cultural soft power requires a solid legal foundation, and compacting this foundation needs a shift in cultural legislation.
