Dual technologies - Basis of innovation development of the DIC enterprises of Russia

Innovation policy is an important component of Russian Government social and economic policies. It is necessary to note that in the Russian Federation, as well as in a number of other countries, there is an unequivocal definition of the term "dual use technologies". Usually this term - dual use technologies (DUT) is employed to define technologies both in civil and military industries. As a rule, military technologies are science-intensive ones. However, civilian products made in Russia with the use of these technologies often prove to be uncompetitive. The reason in many cases is that the goods and products manufactured according to these technologies are too expensive. Why? There are several reasons for that. Despite the obvious advantages resulting from introducing DUT, first of all in the sense of opportunities of receiving fast feedback from financial investments, there also exist certain difficulties in their introduction. The implementation of innovation policy in the field of DUT taking due account of the potential and interests of all innovation activities' subjects and international, economic, social and political priorities, will promote the reorganization and rise of the national economy of Russia, its successful cooperation with Western countries and its integration into the world market economy.
