摘要：
The following discussion briefly summarizes the current state of the political debate on the German government coalition's so-called program Startchancen. Conceptual considerations on the acquisition of competencies by children and adolescents as well as on the necessary coordination of action in supporting this acquisition are followed by content-related and organizational cornerstones for the planned program, taking into account the constitutional responsibilities.
