摘要
The presented work provides the theoretical foundation for the further development of information systems (IS) for the management of knowledge, skills, competences (KSC) and qualifications. Information and communication technology (ICT) skills/ competence frameworks are an important prerequisite for the ICT competence development and the related quality assurance for the recognition and transferability of qualifications. The paper presents the underlying structure and data models of some of those prominent systems that have achieved the status of proprietary standards. Moreover, a conceptual model is derived on basis of a comprehensive analysis of respective meta data of skill/ competence grids. Applications are skill/ competence (meta) data dictionaries, as well as web services for the data interchange between IS, especially with human resource (HR) IS. In this paper we argue the importance of interoperability between ICT competence profiles through common or explicit semantics. This requires modelling on the basis of shared standards and frameworks. Thus, existing standards and frameworks have been analysed.
