摘要：

At present the market competition is drastic, competence is contributive to enterprise competition advantage, The article at first analyses American standard of SCANS, OECD standard of DeSeCo and Euro standard of TUNING based on analysis we propose a new enterprise assessment system of competence index, the assessment system has reference significance to Chinese enterprise.
