OOPSLA has introduced a new selection and reviewing process that includes two phases of review from 2013. The first reviewing phase results in the selection of a subset of submissions that are deemed potentially impactful and at least moderately well executed. The second phase assesses how the revision requests are acted upon by the authors, and results in the final set of papers that are published in the proceedings. The purpose of this process is to improve the quality of the published papers by introducing a revision phase during which the authors have the opportunity to clarify aspects of the work according to reviewers' feedback. This new process is a hybrid between the single-phase conference paper selection process and the multiple-phase paper selection process used in ACM journals. This report addresses some of the most frequently asked questions about the new process, and shows concrete data from OOPSLA 2013, including a survey conducted for OOPSLA 2013 polling authors and reviewers.
