Risk Assessment of Electromagnetic Spectrum Utilization Based on Analytic Hierarchy Process (AHP) and Borda method

摘要
Risk assessment plays an important role in the risk management of electromagnetic spectrum utilization. The risk level is mainly determined by the probability of the occurrence of the risk and the severity of the risk consequence. In this paper, we adopted the Analytic Hierarchy Process to evaluate the spectrum utilization risk criteria and the severity of the risk consequence. Then the Borda ordinal value method is used to calculate the risk level of spectrum utilization risk. The result showed that this method is more accurate in assessing the level of risk than the risk matrix method.
