摘要：
This paper claims that a new sustainable development mode which is more suitable for China's current environmental situation, and take the resource and environment more into account. The establishment of resource-saving and environment-friendly society is the important and effective approach of leveling up the conservation culture. It is also analyzed operating mechanism and its implementation modes towards new industrialization, ecological urbanization, agricultural modernization and market internationalization. This paper proposes the compatible incentive policy and countermeasure and suggestion as well.
